Violence on the TTC. Syringes in back alleys. Homeless sleeping in our subway stations. Toronto – like other cities across Canada – struggles. How did we get here? What’s to be done? It’s not surprising that some are calling for more police or a rebalancing of patient rights.

The speaker will argue that decades of bad public policy coupled with an explosion of substance use have combined to make a failure – not a crisis of violence (which remains rare, thankfully) but one of neglect, leaving our most vulnerable on the streets and warehoused in public transit stations.
